Tech Impact’s Francis Johnson, Hec Maldonado-Reis and Ryan Harrington Recognized as 2023 Technical.ly Awardees
Johnson named CTO of the Year, Maldonado-Reis and Harrington named Tech Community Leaders of the Year
PHILADELPHIA, PA – December 13, 2023 – Tech Impact, a 501(c)(3) that empowers communities and nonprofits to use technology to better serve our world, proudly announces that three of its distinguished leaders have been honored in the 2023 Technical.ly Awards. Francis Johnson was recognized as CTO of the Year, while Hec Maldonado-Reis and Ryan Harrington were named Tech Community Leaders of the Year.
The annual Technical.ly Awards spotlight individuals who go above and beyond in their local tech communities. The nomination process began by inviting the community to submit nominations across five categories for Delaware: Invention of the Year, Tech Community Leader of the Year, CTO of the Year, Tech Company of the Year and Culture Builder of the Year. The subsequent voting period, spanning the last 10 days of November, solidified the winners.

Francis Johnson - CTO of the Year
As Chief Technology Officer at Tech Impact, Francis Johnson oversees the delivery of all technology infrastructure projects, cybersecurity, compliance, and support services. Leading a team of skilled engineers and analysts, Johnson is dedicated to supporting thousands of nonprofit staff and volunteers across hundreds of organizations nationally. His passion lies in helping nonprofits build their technology and operational capacities to serve more constituents and communities in an efficient and secure manner.
Hec Maldonado-Reis and Ryan Harrington - Tech Community Leaders of the Year
Maldonado-Reis and Harrington are instrumental leaders within Tech Impact’s Data Innovation Lab, where they leverage data and technology for social good. Hec, an engineer turned data scientist, excels in governing and translating analytics into actionable insights and in data collaborations across the nonprofit and government sectors. At the Lab, they serve as Director of Research Development and Analytics and lead the design and implementation of technology solutions, as well as the Lab’s fellowship program. Ryan serves as Director of Strategy and Operations where he focuses on developing data science projects and creating collaborations across sectors. He co-founded and co-organized Open Data Delaware to help improve data transparency within government institutions.
